Photo ID Verification

I. Firearm Delays

If your firearm-related transaction was not denied, your transaction may have been delayed. A “delayed” transaction indicates that either you or another individual with a similar name and/or similar descriptive features has been matched. Please wait until it is determined that your transaction status is denied.

II. Firearm Denial

DENY – The National Instant Criminal Background Check System (NICS): An individual with a similar name and/or similar descriptive features has been matched. If it is not the reason, remember the following criteria may the reason.

  • Convicted of under indictment for a crime punishable by imprisonment for a term exceeding one year, whether or not sentence was imposed
  • Persons who are fugitives from justice
  • An unlawful user and or an addict of any controlled substance
  • Adjudicated mental defective or involuntarily committed to a mental institution
  • An alien illegally unlawfully in the United States
  • Dishonorable Discharge from the United States Armed Forces
  • A renounce of United States citizenship
  • The subject of protective orders
  • Convicted of a crime of domestic violence
  • Persons previously denied the right to purchase a firearm based on federal law
  • Juveniles pursuant to state and/or federal laws

Additionally, you may potentially meet state prohibitive criteria based on a state statute, probation/parole bond restriction, and or a protection order, which includes a prohibition from possessing or receiving a firearm.

STEP 1: Challenging The Reason For Denial

The FBI does not accept challenges for firearm-related delays. Please wait until it is determined that your transaction status is denied before challenging the reason(s) for your firearm-related denial. If you have more than one NICS Transaction Number (NTN) or State Transaction Number (STN) and you want to either request the reason(s) for or challenge the reason(s) for your firearm-related denial, you must submit a request for each NTN/STN if you make the request electronically via the online application. If you submit a request via the mail, you may include all NTNs/STNs in your written correspondence. We need the rejection letter with NTN for the application process.

STEP 2: Voluntary Appeal File

Some individuals may find they are continuously delayed when purchasing or redeeming firearms. Others may successfully challenge a firearm-related denial, but still, experience extended delays or erroneous denials on subsequent transactions. The Voluntary Appeal File (VAF) was established to assist in these types of situations by providing a way for an individual to request that the FBI maintain information to clarify their identity or past events to prevent future extended delays or erroneous denials on firearm transfers. The appeal services team has to check your VAF application and on a further investigation basis, they will determine you are qualified or not qualified.  If you are qualified, FBI CJIS Division’s NICS Section will issue a Firearm Certificate with UPIN. In order to avail yourself of the benefits of the VAF, you will need to provide your assigned UPIN to an FFL for each subsequent firearm transaction. We are recommending to bring your rejection letter for to apply VAF with FBI-FD258 Card, don’t forget to submit your NTN.

  • Michigan Firearms Live scan – CPL

Most of the State Firearms are controlled by the State Law passed by the “State Legislative Council”. Royal Printing, we are offering Electronic Live Scan – CPL Finger Printing Services for all “83” Michigan Counties. No Issues, you can submit your Finger Prints from any of the locations approved by the STATE POLICE AND FBI eg. This law denotes all the Rights and Responsibilities, Duties, and Procedures in connection with Michigan Firearms. Michigan CPL “Shall Issue” is also called Right to Carry, Concealed Weapons (CW) and Carry Concealed Weapons (CCW)”.  According to this Act 372 Section 5a(4), to get a fingerprint and background check “An individual shall pay a fee of $15 by any method of payment of Other Fees and Penalties”.  Our Total Charge including the Service Charge is fixed at $50. Michigan’s Law on Notarial Acts (MiLONA), P.A. 238 of 2003, as amended, is an act to provide for the qualification, appointment, and regulation of Notary Publics (Notaries) by the Secretary of State. As such, a Notary is a public servant. The MiLONA prescribes powers and duties of state agencies and local officers and provides for remedies and penalties. The MiLONA provides for the protection of citizens against fraud by requiring that a commissioned Notary verify and attest to the signing of documents. The MiLONA further provides for the admissibility of evidence and establishes the recognition of acknowledgments and other notarial acts performed outside of this state.

The MiLONA does not require Notaries to use an embossed seal or rubber stamp on a document.  However, the use of a stamp provides for a more consistent and complete notarization.

Notarization Types
As discussed above, a commissioned Notary is authorized to perform three (3) types of notarizations.

2. Administer Oaths or Affirmations (Jurat), and
3. Witness or Attest to a Signature
